Hi there,
It will be very likely that you will need to take either the TOEFL or the IELTS language exams before going abroad – even just to transfer in your third year. They aren’t too tough to prepare for and will be very useful for you when you do come abroad for study. The only way a school excuses a student of english language requirements is if they attended highschool in an english speaking country or you attended an international highschool in english. A few schools will also accept a high score on your SAT verbal section. You will only ever know for sure when you speak with the school you are applying to – but I would recommend taking the exam.
What program are you looking to transfer into for 3rd year? Maybe we can help!
Regards, Dan

Yes, as Dan said it is not a big deal to prepare for TOEFL. Also it depends upon the university to which you are planning to transfer for pursuing your third year. As requested by Dan, it would be a great if you can share information regarding your transfer to abroad university.
